历史与政治笔记

宪法只能意会 宪法充满「创意」和「双赢」的玄机,或许只能意会,可千万不要打破砂锅问到底,否则…… 高峰论坛:99%和1% 孔子说:「不患寡而患不均,不患贫而患不安」;老子说「天之道,损有余而补不足。人之道则不然,损不足以奉有余」,谈的就是资源分配。政府的功能不外是把国有资源和税收作合理有效的分配,没有甚么神圣性可言。 关键的问题是:一,我们要打造怎样的国家?二,如何对国家財富作有效而合理的分配,以缩减少贫富差距。(用官话来说,叫「和谐社会,以民为本」) 乞丐还有尊严吗? 身为大马公民一分子,无论哪个族群,若果不能有安定的生活,都值得我们关心。但是一味要政府施舍,本身不肯发奋图强,自力更生,甚至拐杖已帮不了,须换个轮椅,当上乞丐也活该。 近期已有不少才学渊博的马来知识分子,开始质疑新经济政策到底帮到多少马来人?他们在海内外各个领域展现才华的同时,却因为自己的族群不能在科技先进丶资讯空前发达的今天,在世界平台上公平角逐而倍感蒙羞。 就像街边那些伸手将军,他们不自爱,不懂自食其力,总是等人施舍,除了怪自己,还能找到别的藉口吗?更何况,不靠拐杖的一群,却以坚强信心,力争上游,脱颖而出,甚至在外国找到更具挑战性的空间,乞丐失掉自己的尊严,还能怪谁呢! 世俗国或伊斯兰国? 《联邦宪法》第1章第3条款(1)「伊斯兰教是联邦的国家宗教;但其它宗教依然可在联邦境内任何地区以和平与和谐的方式实践。」,但第3条乃属「联邦宗教」条款,只阐明联邦的官方宗教地位,而非直接说明本国是「伊斯兰国」,顶多只是以伊斯兰为国教的国家。 本国穆斯林似乎对「世俗」一词反感,而非穆斯林则对「伊斯兰」一词敏感,可见多年来所实施的伊斯兰化政策,已将我国的世俗特色逐渐模糊化。 一叶蔽目,不见泰山的单元主义 从现实的角度看,随着民主化丶区域化与全球化的广化与深化,国族国家这种国家意识形态(National Ideology)已日趋受到挑战。一方面是,少数群体不会再甘于屈服的地位,他方面是,新兴理论也日益挑战单元主义论。目前流行的观点是,政治与非政治认同是可以区别对待的,且实际上,每个人皆具有多重与多层次的认同,如职业丶阶级丶性别丶族群丶宗教丶语文丶地区丶政党丶兴趣等,而不宜一叶蔽目,不见泰山! 早在1951年初,当时的殖民政府,便出台了《巴恩报告书》,其要旨是,为了培养马来西...

No social stability without individual stability. ~ Aldous Huxley 19世纪乃国族意识高涨的时代,然一个足够文明,重视思考和人文传统的社会,就是能够培养出如密尔那样不落俗套、择善固执的知识分子。虽说当时也是殖民主义凌虐全球,而大英帝国正是个中最为「贪婪」、「狡猾」、「霸道」者之一——是以,殖民者(包括诸多海盗、罪犯、奴隶商、鸦片商、军火商和冷血资本家)的同仁(密尔曾服务於东印度公司)讲人权和人道,似乎有点弔诡、虚偽,惟这並不抵销了密尔思想中亮眼的人文关怀及普世价值。 英国哲学家密尔(John Stuart Mill,1806-1873)曾如此表示:「国家的价值(worth),长远而言,乃组成国家之个人的价值」;国家若「矮化」其人民,把其「驯化」为即便是为了某种有益目的手中「工具」,终將发现「『小民』著实无法成就大事」(《论自由》)。 国家始终都是人为的,当个体被束缚、宰制,乃至被「废掉」后,结果往往就是少数特权分子独揽大权,为所欲为,包括擅自擬定各种利益自家人的政策和计划。有时候,所谓「国家利益」,根本不外乎特权者及其朋党的利益 。 人本质上有揽权和滥权的根性,所以现代民主社会不能容许权力的不平衡、不公开、不流动,以至让部分「揽国者」有机会「称霸」,並障碍了他人自由实现其价值和幸福的空间;而若要確保这一点,加强赋权社会和个体乃关键步骤。简言之,健全的社会不能「国强民弱」,更不能「国强个体弱」! ----------------------- 中国思想家梁启超(1873-1929年)对「思潮」所下的定义。他说:「凡是文化发展之国,其国民於一时期中,因环境之变迁,与夫心理之感召,不期而思想之进路,同趋於一方向;於是相与呼应汹涌,如潮然……凡「思」非皆能成「潮」,能成潮者,则其「思」必有相当之价值;而又适合於其时代之要求也。凡「时代」非皆有「思潮」,有思潮之时代,必文化昂进之时代也。」 意思是说,在一个特定的年代有一个共同的思想引导一大群人前扑後继,而形成一个持久的运动。 因为马克思主义和毛泽东思想在战後成了左翼运动的驱动力和指导思想,使到左翼分子相信世界的变化必然到来,也就义无反顾地坚持他们的斗争理念。 转入1965年,乔治市市议会被中央政府接管,社阵终於失去斗争平台;再加上社阵在...

The problem with this low-credit, low-risk environment: profits were slim, not just for banks but for retailers and the real estate industry. If people had to save up to buy a new item of clothing or an appliance, then the retailers were limited in how many gew-gaws they could sell. If people stayed put and didn't buy and sell their houses frequently, then developers, lenders and realtors had a very limited field of profit-making opportunities. If only people who qualified via stringent credit standards had access to credit, then the transactionf ees and interest earned from credit were also limited. The German hyperinflation

The reason to study history is to see the future. "The German people had no idea that anything was wrong." The German people,just before the rise of Hitler, had no idea there was a problem with their economy. It took nine years, between 1914 and 1923, for the German mark to fall to one "trillionth" of its value. Only then did the German people wake up. While inflation was rising, the people were excited, business boomed, and jobs were plentiful. Then the whole thing crashed - and Hitler came to power in 1933.
